1. Read with a purpose.

  1. NIST · NIST SP 800-115: rules of engagement, protected findings and verified follow-up

    FREE PUBLIC READING

Read: Selected Appendix B items, protected assessment-data paragraphs and post-testing follow-up, then the case.

Learn: Authority and a specific boundary precede testing. An observation, a justified finding, a risk implication and a verified follow-up are different records.

    Exact scope and exclusions

Free public PDF; selected sections and the full relevant rules-of-engagement template were read without registration.

  2. CISA · CISA CTEP Facilitator/Evaluator Handbook: evidence, decisions and after-action improvement

    FREE PUBLIC READING

Read: Pages 3–5 decision recording and comparison with stated plans.

Learn: Write what was observed and how it compares with the requirement; do not replace evidence with a blame label or an assumed cause.

Public PDF returned HTTP 200 (643,785 bytes, 26 pages) through an ordinary direct request on 29 October 2026; selected pages were extracted and read. The browser reader returned 403, so normal browser-reader availability was not assumed.

2. Try the fictional case.

A visitor-control and telephone-verification exercise on paper

Original editorial application; all people are role codes and all records are synthetic. Fictional plan ROE-ACCESS-1 has written approval from the studio's property controller and process owner for a discussion/simulation using designated staff roleplayers, a marked training entrance and a synthetic export request, 09:00–09:15 UTC on the fictional exercise day. It excludes the real office, archive, customer systems, nonparticipants and all real personal data. It permits only the supplied two scripted roleplay events and observation notes. It prohibits force, lock work, following anyone into a real restricted area, asking for credentials, collecting real exports, recording audio/video or continuing when someone is distressed. Anyone may call STOP; the evaluator pauses, contacts the designated safety/process lead, and only that lead may approve resumption within scope. A real alarm ends the exercise. Access policy VISITOR-1 requires checking a visitor's authorization and issuing the training visitor badge before opening the marked staff-only training door. Request policy REQUEST-1 requires an independently verified callback using the approved directory before releasing even the synthetic export. Event E1: at 09:04, staff role S1 opens the marked door for unverified visitor role V1; the tester remains at the marked stop line and does not enter. Event E2: at 09:08, staff role S2 receives the simulated request, refuses immediate release, uses the approved callback route and reports it. Event E3: at 09:10, a participant says they feel distressed; the facilitator calls STOP. The authorized observer's notes are the only evidence supplied.

Your tasks

  1. List what the written authority permits, what remains prohibited, who can stop the exercise and who can authorize resumption. Decide whether an invitation to see the real archive changes the scope.
  2. Create a small evidence log for E1–E3 using role codes and UTC times. Specify access, storage, sharing and retention-review rules for these sensitive findings.
  3. Write one finding against VISITOR-1, one positive observation against REQUEST-1 and a bounded business implication. Distinguish observation from a hypothesis about the cause.
  4. Propose an owned corrective follow-up and a safely scoped retest with explicit success criteria. Explain what even a successful retest would not prove.

3. Compare your reasoning.

Decide and write your explanation first. Where a table is wider than your screen, focus it and use the arrow keys, or scroll it sideways.

Boundary/decision record:

QuestionDecision and reason
Are a real archive visit, real staff impersonation or a live data request allowed? No. The signed fictional ROE covers designated roleplayers and synthetic events at the marked training location. A participant's invitation does not amend the property/process owner's written scope.
May the tester cross the marked line to show impact? No. The observation already records that the door was opened without VISITOR-1 verification; crossing is prohibited and unnecessary to substantiate that narrower finding.
What happens at E3?Stop immediately, safeguard participants and notify the named lead. Record the pause and decision; resume only with the specified lead's approval and within the original boundary. A real alarm ends the exercise.
Does this document authorize the learner to repeat it at an actual workplace? No. This is a fictional paper analysis and grants no real-world testing authority.

Evidence log:

RecordObserved factHandling and limits
E1 / 09:04 UTC / observer O1S1 opened the marked training door before visitor verification/badging; V1 stayed at the stop lineStore the original observer note in the approved restricted exercise folder with author/time/source; no claim that the archive was entered or data accessed
E2 / 09:08 UTC / O1S2 withheld the synthetic export, used the directory callback and reported the requestRecord the action and applicable REQUEST-1 rule. Do not copy private contact details or a real export into the report
E3 / 09:10 UTC / O1A participant reported distress and the facilitator stoppedKeep only the minimum necessary safety/stop record; sensitive personal detail is unnecessary for the learning finding

The fictional ROE limits raw-note access to the exercise owner/evaluator; a redacted process summary may go to managers. Use protected approved storage/transmission and an access log. The owner sets a justified retention/review date and applicable preservation requirements before deletion. No universal retention period is invented.

Finding F1: Requirement VISITOR-1 says verification and training badging must precede opening the marked staff-only training door. E1 shows that S1 opened it first. Therefore the visitor-verification sequence failed in this one simulation. Business meaning: an equivalent real process failure could admit an unauthorized person to an area with information assets; the actual impact would depend on other barriers and what is present. The supplied evidence does not show entry beyond the stop line, record access, theft, a general staff failure rate or intent. Positive observation P1: E2 follows REQUEST-1's independent verification and reporting route. It is evidence of that roleplayer's action in this event, not proof every future request will be handled correctly.

Cause and follow-up record:

ItemOwner/actionEvidence needed for closure
Immediate correctionExercise/process lead reminds roleplayers that VISITOR-1 verification and badging come first and confirms the marked door is returned to its normal training stateUpdated exercise note; this addresses the immediate event, not its cause
Cause investigationProcess owner checks whether the visitor instructions, layout, staffing or approval route made compliance unclearCompare the actual instruction/version and roleplayer explanation; do not assert 'carelessness' from E1 alone
ImprovementIf the check confirms an unclear verification step, the owner revises the check-in instruction and provides role-specific practice; record the chosen action and review dateApproved revised instruction and evidence that the action addresses the confirmed cause
RetestSeparately approve a new synthetic roleplay within the same safe boundary after the changeA newly authorized case shows verification and badging before door opening, an unverified request is held/reported, and any STOP is respected. Preserve expected-versus-observed notes

A retest pass supports those sampled outcomes under its conditions. It neither proves complete security nor removes the need to examine other relevant controls.

Original editorial case and explained model, not a NIST/CISA exam key, independent assessment or permission to test a real property, person, account or system. All evidence and approvals are fictional premises.

4. Check the work, not just the score.

  • You can point to the scope document rather than an informal invitation as authority; the excluded archive and real records remain excluded.
  • You stop at distress and name the required resumption authority; you do not propose an unauthorized action to gather more dramatic evidence.
  • The finding includes the applicable VISITOR-1 requirement, E1 evidence and the precise failure, with impact and uncertainty stated separately.
  • The evidence record minimizes personal detail, protects originals and states who may access/share/retain it.
  • Follow-up has an owner, cause check and observable retest criteria, rather than merely recording course attendance or blaming a roleplayer.

These checks help you revise an explanation. They do not certify mastery or predict an examination result. Ask a qualified reviewer to assess a fresh case when independent feedback is needed.

REMAINING NEEDS AND COSTS

5. Keep the limits in view.

Free coverage added

  • Worked paper-only physical/social exercise joining named authority, property/person/process scope, prohibited acts, stop/resume conditions and evidence handling.
  • Two observed outcomes, a justified process finding with a bounded business implication, and a follow-up/retest record.
  • Explained distinction between a door-control failure in the simulation and an unsupported claim that real confidential data were stolen.

Still missing or outside this guide

  • No covert or live physical/social test is assigned. Real tests need context-specific competent design, property/person/system authority and applicable legal/privacy review.
  • One simulated observation does not estimate a population-wide failure rate or independently demonstrate staff competence or operational security.
  • The model is editorial feedback, not an issuer-marked exam exercise.
